WALNUT RIDGE CLUSTER ASSOCIATION
Rules and Regulations
I. PARKING
II. PETS
A. Fairfax County leash laws will be enforced on Walnut Ridge property. Pets should not be allowed to run freely through the development at any time. B. Pets must be walked in common areas. Owners must promptly cleanup after their animals if accidents occur. C. Pets may not be left tied up, unattended in the common area at any time. D. Any animal which becomes a nuisance should be reported to the complaint coordinator.
III. EXTERIOR CHANGES
A. Reston Association covenants will be strictly enforced by the Walnut Ridge Board of Directors. Application for all exterior changes outlined in the Reston Association Handbook must be made to the Design Review Board. Copies of all Reston Association approved applications must be submitted to the Walnut Ridge Board of Directors' Member-at-Large. The following is a partial list of projects requiring approval: decks; patios; fences; alterations to existing decks; patios or fences; use of landscape timbers or railroad ties; repainting doors or trim (exterior colors are restricted to those approved for the cluster); installation of storm windows or doors, attic fans or roof ventilators; skylights; antennas; and replacement or removal of exterior fixtures. B. Trees and shrubs may not be planted anywhere on common grounds without the prior approval of the Board of Directors.
IV. TRASH
The Board of Directors has contracted with a trash removal company to provide trash and recycling service to the entire Cluster. The following rules regulating trash and recycling collection have been adopted: A. Trash will be picked up at the curb twice weekly on Monday and Thursday. Recycling will be picked up only on Fridays. B. Trash should be placed outside the home on the morning of pickup, or if necessary, after sunset the evening before. Under no circumstances should trash be left out for a longer period of time. C. Trash should be packed into plastic trash bags, which must be sealed at the top. Clean, well-maintained cans with sealable lids may also be used. Cans must be legibly marked with house number. D. The following types of items will be picked up for recycling: newspapers (tied with string or put in brown paper garbage bags), plastic containers, (not the hard plastic items, no tops), metal cans, and glass. All containers should be thoroughly rinsed out before recycling them. Recycled items should be placed in appropriate recycling containers or in brown paper bags. E. Trash cans and recycling containers should be removed from the curb area on the day of trash/recycling collection. F. Trash cans and bags, and recycling containers may not be stored in front of, or beside, any townhouse prior to being placed out for collection. G. All cat litter must be placed in sealed plastic bags for collection. H. If trash collection falls on the following Holidays, trash will be removed on the next scheduled collection day: Independence Day, Thanksgiving, Christmas, and New Years.
V. CHILDREN A. Residents are responsible for their children and for seeing to it that they do not damage, deface, or destroy commonly-owned or individually-owned property in the cluster. Parents must see to it that children do not leave bikes and other toys in common areas or the street. B. Children should not be allowed to climb trees or crash through shrubbery, for both the sake of the plants and the children. C. The tot lot and its equipment should be respected. Any problems with equipment should be reported to a board member.
VI. PROPERTY MAINTENANCE A. It is each homeowner's responsibility to maintain the lawn and yard belonging to his/her property. Uncut grass, weeds, dead flowers, unpruned trees, etc., detract from the appearance and value of not only the individual property but also neighboring property and the Cluster as a whole. Specific attention should be paid to keeping the bushes and trees sufficiently pruned so that they do not encroach upon neighboring properties or common areas. B. Siding, shutters, trim, paint, fences, and decks must be well maintained and replaced or repaired when necessary. C. Engines, tires, brick, and other debris or unsightly matter must not be stored on the exterior grounds of a lot or where visible to others from the common area. D. No covering may be placed over the exterior of any window or glass door, and interior window coverings must not detract from the exterior appearance.
VII. SIGNS A. When a house is for sale or rent, only one (1) real estate sign may be displayed on the individual lot. No other sign may be placed on Cluster property. All signs for properties sold or rented are to be removed within one (1) working day of completion of the transaction. B. No signs of any kind may be attached to posts, trees or other structures within the cluster without prior approval from the Board of Directors. C. Sanctioned cluster signs include: the No Soliciting/Trespassing, the Parking in Numbered Spaces, and the Towing Enforced signs located on the posts by the tot lot, and the No Parking signs throughout the cluster.
VIII. RENTAL PROPERTIES A. Owners are responsible for the actions of tenants and their guest. All leases for Walnut Ridge properties must contain a complete set of both Cluster and Reston Association articles, by-laws, and covenants. B. Copies of all leases must be filed with the Board of Directors within fifteen (15) days of ratification of a contract.
IX. SPEED LIMIT A. The maximum speed limit in the development is 15 miles per hour.
X. LIGHT POSTS A. The Walnut Ridge complex utilizes light posts at the front of each lot rather than lights in the common areas. These fixtures provide light for the safety and security of the complex. Since the posts and associated circuitry are a part of each lot, the Cluster Association cannot be responsible for maintenance of these important items. Therefore, each homeowner is responsible for keeping their light post in working order. The photoelectric cell which automatically turns on the light may not be removed or disabled. Light post bulbs must be white, 60 watts, 130 volts, and must be replaced within seven (7) days when burned out. Standard globes must be in each light post to cover the light bulb.
XI. USE OF COMMON GROUND A. No resident may use common grounds for a party, yard sale, or any other activity without prior approval by the Board of Directors.
XII. ENFORCEMENT A. If a resident feels that a covenant is being violated, they should make the Board of Directors aware of the problem. This can be done by contacting the complaint coordinator or other Board member. The Board of Directors shall issue a written warning when it becomes aware of a violation of the covenants. If the problem is not promptly corrected, the Board shall take whatever steps are necessary including legal action, to enforce covenant compliance.
XIII. AMENDMENTS A. Amendments to these covenants may be adopted by majority vote of the Board of Directors. B. Once adopted, amendments will be published and distributed to homeowners within 30 days.
